As this library is meant to be cross platform, will it be possible for it to also work on WSL Linux distributions?
As any WSL Linux distribution can run powershell.exe it might be possible to run something like:
powershell.exe -command "[reflection.assembly]::loadwithpartialname('System.Windows.Forms'); $n = new-object system.windows.forms.notifyicon; $n.icon = [System.Drawing.SystemIcons]::Information; $n.visible = $true; $n.showballoontip(10, 'Title', 'Message', [system.windows.forms.tooltipicon]::None)"(I'm not sure this command syntax is right, its just for describing the idea)
