Rules ryuk.yml and wakeonlan.yml are identical in almost every way

As mentioned in the title, these two rules are identical, except for the title and description.

The identical ids violate the specification, which states that rules should have globally unique identifiers.

I also find it strange to have two rules that detect the exact same thing. I suggest merging the two into wakeonlan.yml, and making a note in the description that it can be a sign of Ryuk activity.
