eviction-pdb.md never states eviction/PDB are CRP-only

content/en/docs/concepts/eviction-pdb.md opens with eviction acting on "a Placement object" (line 11) — generic wording that implies namespaced ResourcePlacement is covered. Only ClusterResourcePlacementEviction/ClusterResourcePlacementDisruptionBudget exist (cluster-scoped). concepts/rp.md also claims RP "supports the same advanced features as ClusterResourcePlacement", which eviction/PDB contradict.
