Extend MANA RC QP support with MMQ and fixed-size send WQE features. Extend the RC QP creation request and response while preserving compatibility with existing kernels. Allow userspace to create an MMQ and receive its queue ID. Add fixed-size send WQE support. Signed-off-by: Konstantin Taranov <kotaranov@microsoft.com>
