Description
This re-adds the Video Super Res sample back to the release/2.0-stable branch now that it is a stable API by porting #575 and #633 from the release/2.0-experimental branch, while updating the WindowsAppSDK version to 2.4.0.
Target Release
WASDK 2.4.0.
