ci: run CodeQL only on master and PRs to master - #38

Private repos without GitHub Advanced Security and archived repos cannot process CodeQL SARIF uploads. Skip the job in those cases.
Keep a single updater. Renovate already automerges minor/patch/pin/digest and is the ruleset bypass actor. Remove Dependabot version-update config so those PRs stop duplicating and blocking.
Unrestricted push/pull_request triggers analyze deleted feature branches and fail SARIF upload with "ref not found".

Master CodeQL is already green. Failures like fincen#97964526027 happen when CodeQL analyzes a feature-branch
pushand then the branch is deleted (--delete-branch) before SARIF upload can attach to that ref:Limit CodeQL to
masterpushes, PRs targetingmaster, schedule, and workflow_dispatch.
