Follow-up items from PR #2390 review — Draft APIs error handling, cleanup, and tests

Description

This issue tracks the outstanding items identified during the review of PR #2390 that need to be addressed before/after merge. These include a blocker bug fix, a performance concern, error-handling design decisions for the new draft-related APIs, missing unit tests, and a minor formatting fix.

• Remove the MVEL code flow as it is no longer being used.
• Error handling design for draft-related APIs

• Formatting fix — "anonymous" tag casing: Update the anonymous tag to use a capitalized format, as the current lowercase value is inconsistent with the existing tag naming convention.
