Some elements does not provide any value for the project and are unlikely to change since are usually defined tags such as:
- blockquote
- headings
- hr
- inline elements
- paragraphs
This kind of atoms or elements that are the same in all projects does not provide an impact on the project but are useful on the generation or presentation of all the elements of the pattern in a group.
I think in this particular case it makes more sense to have this type of elements into the plugin or parent theme in order to avoid having those into a client theme to decrease the number of not required files on projects.
