feat: 2.0.2 network deadlines

Summary

• Bump the community build to 2.0.2.
• Read catalog, mirror, reachability, and download deadlines from TimeoutCatalogMs, TimeoutCatalogMirrorMs, TimeoutReachabilityMs, and TimeoutDownloadMs. A missing key keeps today's budget (3000, 800, 1500, and 30000 ms).
• nvm install, nvm env, and nvm doctor accept --relax-deadlines. Doctor can measure the link and save HKCU values with --auto-deadlines.

Submodule pins are on feat/network-timeouts in common, cli, and sync.

Test plan

• nvm env shows each budget and where it came from (default, your settings, machine settings, machine policy, or command flag)
• nvm install --relax-deadlines triples the resolved budgets for that command only
• nvm install --relax-deadlines=9000 replaces catalog, mirror, and reachability, and does not shrink the download budget
• nvm doctor --measure-deadlines prints min, average, and max
• nvm doctor --auto-deadlines writes HKCU milliseconds and stays at the default when the link is faster than today
