[QNN EP] Support HTP resource optimization modes

Summary

• accept both 0 and 1 for htp_share_resource_optimization
• map 0 to SEQUENTIAL_WITH_VA_OPTIMIZATION and 1 to SEQUENTIAL_WITHOUT_VA_OPTIMIZATION
• apply both modes consistently across shared backend and context-loading paths
• update component coverage and user documentation
