make package-deb and package-rpm compile the translations with msgfmt, which the release runner did not have; the v0.1.0-rc.1 rehearsal failed there, before anything was published. The action expands each inputs line as a glob and fails on one that matches nothing; '!dist/*.sigstore' is read as a literal path, not an exclusion, so signing would have failed on the first release.
