Add section VII covering Windows (Git Bash) setup, repo sync, install, and development workflow. Key point: hook uses Python directly (no bash dependency), so only Python 3 + Git for Windows are needed. Signed-off-by: v-yanxingyu <v-yanxingyu@xiaomi.com>
