More flexible config load

The configuration file for now is a bit hard to manage and to pass complex values to a setting, see https://github.com/peering-manager/docker/pull/26. We should try to improve this. [Pydantic settings](https://docs.pydantic.dev/latest/concepts/pydantic_settings/) might provide a way for this.
