The current symbol table is implemented implicitly on the class side of the Symbol class.

This PR extracts it to allow having different symbol table implementations, and different instances.

  • Move the symbol table to its own class
  • Make it instance side
  • Add lots of tests
  • Replace users in the image

TODO:

  • review and simplify the bootstrap to use a simple table bootstrapping
  • deprecate Symbol class side methods
