ch4/ofi: Register HIP device memory as FI_HMEM_ROCR - #7990

MPIDI_OFI_register_memory() set the memory interface only for CUDA and ZE. Pass FI_HMEM_ROCR and the device id for HIP builds. The device is set through fi_mr_attr.device.rocr, which libfabric added in 2.5, so the ROCR path is compiled only against libfabric 2.5 or later.
