Automatically apply template to pyfar packages

The goal is to automatically update pyfar packages with a new template version.
for this we need:

• action to trigger new template version add template to sent trigger version #50
• action in packages who listen to this trigger und create a pr to apply updates add action to create pr in other repos if this repo has a new version #56
• each existing package has to run copier recopy first, this will create a .copier-answers.yml which will save all varibales used by copier. The following packages are:
  • pyfar Migrate to copier pyfar#927
  • sofar Migrate to copier sofar#135
  • spharpy
  • pyrato Migrate to copier pyrato#167
  • imkar migrate to copier imkar#36
  • template-pyfar-packages Migrate to copier #67
  • haiopy
  • pynaural
  • ...
  • This packages need to added to the trigger in add template to sent trigger version #50

maybe we will first test it on imkar, to see it it really works as expected. Anyways, the prs for the other packages can already be created.
