publish: fix wrong version suffix rtx1.5- rtx1.6 - #141

We are actually on TRT RTX 1.6. Sync the version number for crates.io to what we document in changelog and git tags. The -rtx1.6 suffix is non-semantic for semver resolution. It is supposed to indicate to human readers which TRT RTX version which trtx version supports. We won't fix this for the published 0.8.0-rtx1.5 but at least we will have for a possible subsequent patch version bump.
