Feature request: Add support for automatically labelling PRs by Github Actions

Github natively supports automatic PRs labelling — https://github.com/actions/labeler.
Manually managing the .github/labeler.yml might be laborious, especially when reorganizing SBT modules that correspond to labels in one's Github repo.
What do you folks think of this?
