modularize associated iterators

the associated iterators of SmallVec are:

each of those iterators should be moved into their file with all its methods and implementations

rayon.rs should also be moved under iterators/

this is still free

I'm going to close it as not planned because it's basically impossible with our current lib.rs and doing it requires breaking other stuff we have
