Bump FwHeadless Chorus for plugin discovery and require plugins

Summary

• Bump SIL.Chorus.ChorusMerge / SIL.Chorus.LibChorus to 6.0.0-beta0074 (sillsdev/chorus#393): ChorusMerge discovers *-ChorusPlugin.dll from AppContext.BaseDirectory, so hg can run the merge tool from the repo cwd without losing FieldWorks handlers.
• Remove the interim chorusmerge cd shim ([claude] Fix FwHeadless silently dropping FieldWorks edits (chorusmerge handler discovery) #2513 / [claude] Long-term: consume the upstream ChorusMerge plugin-discovery fix #2511).
• Set ChorusRequirePlugins=1 on the FwHeadless Docker image so merges fail fast when no plugins load instead of silently keeping "ours" (FwHeadless silently loses FieldWorks edits: ChorusMerge can't find its merge handlers #2508).
• Bump transitive pins required by the new Chorus build (SIL.Core, SIL.WritingSystems, L10NSharp).

Test plan

• dotnet build backend/FwHeadless/FwHeadless.csproj -c Release
• FwHeadless Docker image build (chorusmerge smoke-test RUN in Dockerfile)
