When applyBatch fails after partially applying task operations and workflow code catches the resulting StepError, this process-local marker affects only the onError: "null" handler; execution can continue and Engine.drive() will append run.completed. The run then reports success despite an incomplete batch and normally will not be resumed to retry the journaled settlement. Record an unrecoverable-until-settled runtime state and refuse to complete the run even if workflow code catches the thrown error.
