[Docs] Read annotated __all__ and drop the removed GQA ops - #55

TileOPs added the sampling family with `__all__: list[str] = []`, an annotated assignment the API-page check did not read, so the Daily refresh failed with "no top-level __all__". The check now reads both plain and annotated assignments. TileOPs removed the legacy varlen and paged-decode GQA ops, so attention.md named three ops the build could no longer collect.
