app#14032 (APP-17973) registers a read-only use_skill tool on the Viam MCP server. It returns a configuration playbook by name; the first one, resource-notes, explains the builder's notes scratchpad field. The only playbook today isresource-notes, which explains the builder'snotesscratchpad field and how to set it, including as a fragment overwrite.
