Updates the "Use existing fragments" section of docs/hardware/fragments.md to say that public fragments can also be found on the registry page by choosing Fragments in the Type filter, alongside the existing pointers to the FRAGMENTS page and the configuration block search.

• The registry page's Type filter offers Fragments (already documented in docs/build-modules/use-registry-modules.md).
• The public API is unchanged for fragments: PackageType has no fragment value and ListRegistryItems returns only modules, ML models, and training scripts, so the generated SDK reference needs no change. Fragments are still listed with ListFragments.
• Ran prettier 3.2.5, markdownlint, vale, scripts/frontmatter_rules.py, and make build-prod; all pass.
