test_proxy_cli failures due to certauth incompatiblity with pyOpenSSL 26.2

Describe the bug

The following tests fail with pyOpenSSL 26.2:

FAILED tests/test_cli.py::TestProxyCLIConfig::test_proxy_cli - AttributeError: 'X509' object has no attribute 'add_extensions'
FAILED tests/test_cli.py::TestProxyCLIConfig::test_proxy_cli_ts_iso_date - AttributeError: 'X509' object has no attribute 'add_extensions'
FAILED tests/test_cli.py::TestProxyCLIConfig::test_proxy_cli_ts - AttributeError: 'X509' object has no attribute 'add_extensions'
FAILED tests/test_cli.py::TestProxyCLIConfig::test_proxy_cli_rec - AttributeError: 'X509' object has no attribute 'add_extensions'

wsgiproxy uses certauth which uses X509.add_extensions() which was removed in pyOpenSSL 26.2.

Steps to reproduce the bug

CI=1 tox -e py314

Expected behavior

Tests pass.

warcio tip has had this problem for a while (March 4). The root cause appears to be that pyOpenSSL 26.2 introduced a breaking change.
