Describe the bug
When client_side_replay mode is enabled, viewing a non-404 archived error pages (e.g. status 403 Forbidden) results in a "Live page could not be loaded" error.
Steps to reproduce the bug

wb-manager init test

Expected behavior
The archived page should be replayed and look the same as client_side_replay: false.

This is likely because of this check in wabac.js:
https://github.com/webrecorder/wabac.js/blob/99b919ce483224e96f2be28001a1c05e4fb41a98/src/liveproxy.ts#L159-L166
We probably need to add an option to wabac.js to disable this check and then have pywb enable it.
