Implements #860 (Prototype in the console) on feat/agentic-ui-experience. It replaces hevayo#1, which was auto-closed when the scaffold branch moved here.

Includes the prototype kit and CLI (Prototype kit : sandboxed React prototypes any coding agent can generate, check and play #856), cherry-picked.
Tickets Prototype: Oxygen theme package for the prototype kit #861–Prototype: docs and live walk on the k3d stack #868 are merged, along with the code-review fixes (12 findings) and the live-walk fixes (Escape handling, "Wireframes" label).
Prototype: build on Oxygen UI's own layout kit (AppShell/Header/UserMenu/Sidebar…) and the console's shared theme #869: prototypes use the console's theme (shared @aep/ui-theme), follow the console's light/dark mode, and are built on Oxygen's layout kit (AppShell, Header, UserMenu with Account/Settings/Sign out, Sidebar, PageTitle/PageContent, ListingTable). The frame shows a loading state, and a timeout shows an error instead of a stuck cover. Oxygen frame runtime: 2.13 MB → 1.68 MB.
Live walk on k3d with the real platform passed twice: first generation, then two feedback revisions (one rebuilt the prototype onto AppShell).
Known, not from this PR: the agents service has no Postgres URL in the helm chart, so chat history is lost on restart; make dev-update's --reuse-values fails on releases that predate the sreAgent chart key.
Small follow-ups: Update/Make is clickable before the chat is ready (the first click is a no-op); the skill should cover changing the manifest and source together.
