Gate negative-version rejection at a dedicated activation height.

ContextualCheckTransaction rejects negative versions as soon as DIP0003Height is reached. The stated negative-version schedule is later on mainnet, testnet, and devnet. A block accepted before that schedule can therefore be rejected after DIP0003 activates. Add a separate consensus parameter, such as nRejectNegativeTxVersionStartBlock, initialize it for each network, and use it for this check. Update the test to cover a height after DIP0003 but before the scheduled activation.
